Cardiff Council

Cardiff Council’s Business & Investment Section provides a wide range of services to assist new-start businesses, existing businesses and inward investors.  The Council’s initiatives include: 

Financial Assistance

Cardiff Council provides a range of financial assistance for new-start and existing businesses to help them expand and create new job opportunities within the city. Aid is discretionary and targeted at businesses within the sectors identified in the Economic Development Strategy. These include, for example, information communication technology; manufacturing; industrial services; the medical and biotechnology sectors; media and business services. Support is not offered to purely local service industries or to retail businesses.


• Business Planning or Feasibility Study Grant

Grants of up to £5,000 based on a maximum 50% contribution may be made available to existing businesses and potential inward investors.  This can be used towards the professional fees incurred in preparing business plans or feasibility studies required to raise finance, for example from banks, or applications for major government grant aid, such as the Single Investment Fund.

• Marketing Grant

Grants of up to £5,000 based on a maximum 50% contribution may be made available to businesses towards the professional fees incurred in producing a Marketing Plan or Strategy, to promote new products and services.  In some circumstances additional funding may also be available towards the implementation of the Plan’s recommendations, e.g. e-commerce initiatives.
 

• Loan Fund

Loans of up to £25,000 based on a maximum 50% contribution may be available to businesses towards the acquisition of capital equipment, environmental improvements to existing buildings, diversification and expenditure on innovation/new technology. Loans are offered at 2% above base and should support existing offers of financial support from the private sector. Assistance is dependant upon job creation and safeguarding.


Provision of Workshops

The Council has over 200 units available to let on flexible terms.  The Council’s managed workshop accommodation is available on tenancy agreements or leases of between 12 and 36 months.  Specialised Medical, Science and Technology Units are available at selected locations.

In collaboration with local Property agents, the Council maintains a database of available office and industrial Property throughout the city.


Free and confidential advice

Assistance and advice can be provided at each stage in the investment process, to assist economic growth in Cardiff. All financial aid is discretionary and in all cases a fully documented application is required which will involve discussions with an officer from the Business Development Group. Introductions to sources of specialist expert advice can also be made.
